Stephen Gardner, Amtrak's lead executive responsible for planning and managing the development of Amtrak’s Northeast Corridor, will be the keynote speaker at the Transportation Management Association of Chester County (TMACC) Luncheon on Nov. 28 at the Chester Valley Golf Club in Malvern.
