Man Charged With Institutional Sexual Assault

Police say a Devereux employee engaged in sexual activity with a child under his supervision.

 

Willistown Police charged a 25-year-old Upper Darby man with institutional sexual assault and other offenses related to an alleged improper relationship with a 16-year-old girl.

Fofee Sayon was employed as a residential counselor at Devereux Beneto Center on Sugartown Road, according to court records, when he began a sexual relationship with a girl under his supervision.

The criminal complaint states that, beginning in August 2010, Sayon kissed and fondled the girl, and the interactions became more explicit over time:

Sayon requested on several occassions to have [the girl] perform oral sex on him and further requested that [she] accompany him to the basement of their building to engage in sexual intercourse. These acts occurred at the Devereux Facility which is located at 655 Sugartown Road in Willistown Township, Chester County.

The Devereux Beneto Center is a licensed residential mental health care facility serving children.

In addition to the assault charge, Sayon is charged with endangering the welfare of children, indecent assault and corruption of minors. He was arraigned Aug. 24 in front of District Judge Chester Darlington and is free on $10,000 unsecured bail. A preliminary hearing is scheduled for Sept. 14.

i bame the instution completely. why was he aloud to be alone with a young girl?? what kind of criminal background check did they do on him. I have seen some pretty sleezey people in charge of the devreux buses transporting - just like nursing facilities they pay the lowest to these employees while you pay the highest for keeping them there - what do we do?????

In reply to the comment from Linda S. Aloud should be "allowed". The Devereux Foundation does a thorough background check both criminal and child abuse on all employees. If he had a background of any sort, they would not have hired him. Sadly these things do happen but please be mindful that he has not been found guilty. In the event that he is found guilty, the institution shouldn't be blamed. The individual should be held accountable.

I do not agree with Jane. I blame the facility, while some staff truely care about clients others are only in it for the perks of being an attractive male staff in a facility of hormonal teenager girls. I have perviously worked in at Deveruex Foundation and almost all of the staff either try to engage in sexual intercourse with clients or they try to beat the girls off camera. Someone PLEASE shut that place down!!!

Wow!!! I don't know what to say. The last time I checked if a person works at a facility and observes or knows about child abuse they have a responsibility as a "mandated reporter" to report the incident. If in fact they fail to do so then they are just as guilty. I have been told most of my life that there are three sides to a story; the accuser's side, the accused's side, and of course what actually happened. I also know that closing a facility will not stop the abuse of clients and it will not stop client's from making false allegations against staff when things don't go their way. Of course we all have our opinions and are entitled to them but we have to remember that it is our responsibility as adults to protect these children. So If Mr. Jackson did in fact work for Devereux and knew about the sexual abuse of hormonal teenagers and failed to follow the policy and procedures of the program then he too should be charged as well with Endagering the welfare of Children and failure to report the abuse. We have to remember that if these children were our own children we would want someone to step forward and report it.

In the interest of being politically correct,(one must be all things for all people these days, a losing endeavor for sure but at least I'm making an attempt; my following comments do not apply to the entire Beneto Center staff and/or resident population)I was recently shopping at Fairfield Sq. in Exton. Specifically, at the Ross store. I observed four young men around the ages of 15-18 acting extremely obnoxious, to the point of making several shoppers uncomfortable and even scared. They were apperently being supervised by a much older, smaller man. Supervised might be the wrong word as he made no attempt to calm them down but actually exacerbated the situation by engaging in a boxing match with them on the floor of the store. I was originally outside of the store while my family was inside shopping but as soon as I saw this behavior I quickly entered the store to accompany my family. The youths would grab something off of the rack, look at it, then throw it on the ground. I saw one of them pull the security tag off of a pair of sunglasses, throw the tag on the ground, and pocket the glasses. They were making very loud, very rude comments to each other as well as to some female shoppers.

There I was greeted by a nice woman at the counter who, after I mentioned what was transpiring, responded, "They come in here and act like this all the time but we can't do anything about it if our store security isn't on duty." I really felt sorry for her. She looked utterly defeated. Several customers just walked out as soon as this group walked in. They obviously knew what was in store. This occured in July and is certainly not an isolated incident as I have witnessed firsthand on several occasions improper or downright illegal actions on behalf of teens coming and going in the the grey van marked in bold black letters, "BENETO CENTER" in and around the Exton and Paoli area. As I said before, this doesn't mean everyone at the facility acts in this manner. However, if in the future you are in a similar situation to mine, please be cautious, guarded, mindful of your possessions, and above all else, keep children and/or elderly family members and friends in VERY close proximity to yourself

This is all so disturbing. I totally disagree with Mr. Lopez. I work for devereuxfor many years without a hint of issues in any way. You must be in this business to help kids. There are individuals all over out for themselves and that is a disgrace. Those individuals should be punished to the fullest extent. I personally feel devereux does a fantastic job with the diverse population. I do think that possibly the numbers of client to a staff should be smaller and reward more for positive behavior.

i personally know mr. fofee and he was my counselor for a majority of my time at devereux beneto center. he was a very kind man, and i can assure you that he is not the type of man who would do something like this. of course i do not know if he actually did said actions to the girl, but i can tell you how many girls have made something up to try to get in the limelight at that facility. for instance, one girl tried to accuse another girl that she raped her one night but the staff sat right outside their door at night so how could that happen?! she later came to confess that nothing actually had happened and she had no reason to make up such an accusation. devereux is a very nice place, while the girls are extremely obnoxious, the staff really help. some of them joke around more with the kids and sine yell at them more than they should. about 75% of the people who are employed at devereux really take their job seriously, and don’t antagonize the kids. i hated living there, but that's because i was away from my family for 9 months. it was a struggle. mr. lopez has no idea what he's talking about.
