What Are Those Wires Across Lancaster Ave?

They are being used to measure traffic in the Paoli area in preparation for redevelopment of the Paoli Transportation Center.

Motorists traveling through the Paoli area on Route 30 have likely noticed pairs of black wires draped across the roadway. They stretch from curb to curb in locations in Willistown and Tredyffrin.

According to an email from PennDOT spokesperson Gene Blaum, the pairs of lines are actually tubes being used to measure traffic:

The tubes are for traffic counts that Tredyffrin Township is taking as part of its effort to examine traffic flow in conjunction with the redevelopment of the Paoli Transportation Center.
