Inconsiderate dog owners

We've all been patiently waiting for spring to arrive and this week is finally filled with beautiful days to get outside. Yay for spring! I step out my door with a strong stance, smile, and lungs ready to breath in the spring air. Then the all too familiar happens. My neighbors dog starts incessantly barking non stop for gosh knows how long, and I am reminded of the misery the good weather brings with it. Why do people have dogs if all they do is put them in their tiny little yards and let them bark up a storm for everyone to listen to hour after hour every day? It seems abusive to the dog and inconsiderate to neighbors. Please dog owners, I beg you to take care of your animals and give the rest of us the opportunity to enjoy this nice weather in peace.
