Why did East Whiteland nix Sloane Toyota's planned car wash?

Just visited Sloane Malvern for service, for the first time since they moved out here from Devon. One of the things I was looking forward to at the new site was a customer car wash — especially with all of the salt on the roads this month mucking up the cars! But I was surprised to hear from employees at Sloane that East Whiteland Township denied them permission to have a car wash. Specifically, they denied them permission to put in a floor drain, which is apparently necessary for a car wash. What gives? East Whiteland has at least four other car washes, and I bet none of *them* recycle their water (as Sloane was planning to do). I have to wonder if any of the other — competing — car washes is owned by a friend or family member of someone on the East Whiteland board of supervisors. Does anybody have any information on this? (Admittedly, that competition is limited, because only Sloane customers would get to use their car wash, but presumably those same Sloane customers will have to use other local car washes instead, now that we won't be getting courtesy washes after our service.)
