Applebrook Meadows Phase II Gets Conditional Approval

The second stage of the Toll Brothers project will add 53 new homes in Willistown Township.

The Willistown Township Board of Supervisors gave conditional land use approval to Toll Brothers to build 53 new homes in the second phase of the Applebrook Meadows development.

At its Oct. 8 meeting, the board said Toll Brothers must meet eight conditions to move forward with the project:

  1. Compliance with all outstanding comments with all outstanding comments set forth in the township engineer's review letters
  2. Applicant shall post financial security in an amount to the satisfaction of the township engineer prior to the signing and release of the plan for recording in a form acceptable to the township solicitor
  3. Applicant shall submit to township a signed development agreement, financial security agreement, and a stormwater management facilities maintenance agreement in recordable form to the satisfaction of the township solicitor 
  4. Applicant shall clause a trail easement agreement between Natural Lands Trust and Willistown Township
  5. Applicant shall ensure that all required trail facilities have been included and marked on the plans
  6. Applicant agrees to provide a trail kiosk in consultation with the township to the satisfaction of Natural Lands Trust
  7. Applicant agrees to relocate the entrance gates to the parking lot on the adjacent township-owned parcel and to erect a fence between the newly opened parking area and the soccer fields.
  8. Performance of an independent third-party perc test, performed to current standards and to the satisfaction of township engineer, demonstrating perc results sufficient to the phase II and III of the project 

Applebrook Meadows, located near Bryn Mawr Rehab Hospital off Line Road, will eventually include 138 units in three phases. In 2011, the township approved the first phase of the development, which included 54 homes.

Lighting waiver

The board also approved a lighting waiver, allowing the developer to include less lighting than is required by township ordinance. The lighting will be consistent with phase one of the project, according to Alyson Zarro, who represented Toll Brothers at the meeting. Supervisor Bill Shoemaker noted that the ordinance assumes there is no lighting on the buildings themselves, which will not be the case at Applebrook Meadows.

New traffic light

Shoemaker, responding to a question from a resident, explained that there will be a new traffic light on Paoli Pike at the driveway to Bryn Mawr Rehab Hospital, which will be installed by PennDOT. Shoemaker also serves on the township Planning Commission.
